Yes. Near the end, they wanted to show that the main char was being messed with mentally, so all this crazy stuff started happening. Strange radio calls like this, different audio and video glitches, parts of the game being replaced by video clips and things that just didn't belong.
It was a cool effect that might have worked well in a different game. But MGS2 already disappointed players with a weird storyline, so this turned into the point where most players said "ok, this officially sucks now"
For those who seem to be missing the joke... that's Mark Foley, the congressman who was forced to quit his job recently. He was one of the leaders of the anti-child porn groups in the government, but he was secretly a closet homof*g and had been sending sexually explicit IMs back and forth with teenage boys. Part of the reason why this is funny is because the music makes you expect Brian Peppers. (yeah it's not funny when a joke has to be explained, but some people seem kinda ignint)
