Idiots. Ever seen an escalator? They have grooves in the steps. Those aren't just for looks. The stairs form together and go under the escalator and is moved under the escalator back to the beginning. Underneath, you have a vast array of machinery that moves the conveyor to move the steps. One of those pieces of equipment is a COMB PLATE. They call it this because it goes between the grooves in the stairs like a comb. And you can't have people walking on the escalator while your working on that equipment.
