I thought about that too. I think you have to take a few steps back from the specific denotation of the word "f*ggot" and consider its broader implications. I think of it this way: he's on the side of shouting "f*ggot!" That's why "you're a queer aren't you? is not the way." Captain F*ggot is the one who guides all the other hatemongers in their war against "you F*GGOT," and they are each imperfect (and incomplete) reflections of his superior nature.
