On any TI calculator, press MODE and change FUNC to POL. Hit 2ND [FORMAT] and turn axes off. Hit WINDOW and change Xmin to -15 and Xmax to 15. The equations are: r1=tan(Θ+4)-6, r2=tan(Θ+4)-5, r3=10, r4=9. Must be radians.

Also might I add, that it doesn't work. I've cleared and redone all you said (yes it's in radian) but it only seems to do a little less than half of the picture...
