dude, you could tell if it was a filter, it's not, cheers to Kirby, that's an AMAZING animation. You see, filters are grainy, however those are smooth lines ^^.

If it's not a filter you can use one frame by frame to get this effect. Paint effects in Photoshop or I believe even basic things like Dell Image Editor have a trace. Live trace in Illustrator has a few tricks too.
