Yeah, he returned because his spirit inhabited one of the many clone bodies he had prepared in advance in his secret storehouse under Mount Tantiss on the planet Wayland. The clones were much younger, allowing his powers to wax greatly, however his spirit was so powerful that it caused all of the clone bodies to deteriorate quickly, so he had to continually switch to new ones. Luke Skywalker managed to destroy all of the clones save one, which was killed when Luke and Leia combined their powers to cause his own Force Storm to consume his command ship, the Super Star Destroyer Eclipse. However, little did they know that there was actually another storehouse of clones. eeking an opportunity to seize power for themselves, treacherous subordinates destroyed Palpatine's backup supply of clone hosts in an attempt to ensure that the Emperor stayed dead for good. When the Dark Jedi Sedriss executed the traitors, the Emperor came out of hiding, thus revealing that his soul had found yet another clone to serve as his new body. However, it was decaying too rapidly, so he attempted to possess the infant body of Han and Leia's son, Anakin Solo. However, the dying Jedi Empatojayos Brand sacrificed his own spirit to intercept and drag Palpatine's spirit into the Force, forever condemning him to experience the madness of disembodiment in darkness.

Oh wait NVM, that was the old EU that doesn't exist anymore. In this movie he's just back for no reason.

IMO Gr33nscr33n is more of a Palpatine. Umfuld would be Jabba the Hutt.
