George Orwell wrote one of the most famous novels of the 20th century, Nineteen Eighty-Four. 1984 is about a dystopian totalitarian society where your every movie is watched by an intricate network of security cameras, among other things. So, the joke is that the building is named after him, yet there is a surveillance system in place. They've clearly never read any of his work. That is irony personified.
