Technically, what he's saying is loud enough, it's just not entirely easy to make out, mostly cause it's chopped the f*ck up and sh*t, plus, I didn't want all that f*cking ship noise to be anymore noticeable than it already is. That and Riker snoring. Point is, if you go look up what he says in Ode to Spot, and then you listen to this, you can make all of it out easily. It's just a matter of familiarity.
